Minutes of the August 23, 1999 Meeting

 
 
 

Present: W. Morrison, T. Koenig, M. Morrison, D. Miller, J. Heinrich, S. Heinrich

S. Heinrich called the meeting to order at 7:52 PM. He noted that S. Issabelle and P. McGrath would not be present.

Approval of Prior Minutes

On a motion from T. Koenig, seconded by J. Heinrich, the minutes of July 13, 1999 were approved with the following correction:

High School Space Needs Committee - ...The Space Needs Committee voted 12-5 to recommend the district have a special school district meeting to vote on the high school addition. Further they voted twelve to five to recommend cash payment vs. bonding the project. The School Board will decide...

The vote was 5-0-1.

Old Business

1. Capital Improvement Program (C.I.P.) - The School Board has included funding for a new school in the C.I.P. for FY 2000-2001. Committee members discussed various possibilities about proposing a new school: the need for a complete survey of Buker, current land usage regulations, new housing developments in town, a potential School Board charge to the PBC to develop a proposal and the amount of time needed to complete a plan.

2. Parking and Field Update - There were some questions about what fields may be utilized for P.E. classes, recess and team play, whether there were penalty clauses in the contracts, what quality grass seed was to be used on the fields and how it would be evaluated. In addition, members wondered where the new playground equipment at Mastricola Elementary was installed. It was suggested that D. Miller might want to look into these issues. It was reported that the parking lots would not be finished until sometime in late September.

New Business

1. Build-Out Study - Each committee member received a complete copy of the town build-out study. After a quick review, there was a brief discussion about the conclusion made by the study: By 2020, the town population would be approximately 34,000 including 7,600 school aged children. W. Morrison would like the committee to use these figures as minimums and plan backwards to determine potential school needs.

2. Plan of Work - By consensus, it was decided that each member would thoroughly read the build-out study. As soon as the fall 1999 student population figures and updated projections from the Office of State Planning, the Nashua Regional Planning Commission and the New Hampshire School Boards Association are available, the committee will work to come up with a new master plan for the district attempting to determine the number of students per grade and/or per school. It was suggested that the multiplier used in the NESDC report would be helpful.

3. Other - A few members have either new or additional e-mail and daytime phone numbers. The clerk was asked to update the membership listing. The next meeting was scheduled for September 14, 7:30 PM, at a location to be determined. It was noted that the Special School District Meeting will be held on September 21 and October 28.

On a motion from T. Koenig, seconded by J. Heinrich, it was unanimously voted to adjourn at 9:38 P.M.
