Minutes of the October 12, 1999 Meeting

 
 
 

 

Present: D. Miller, M. Morrison, W. Morrison, T. Koenig. Guest: J. Minkarah, Community Development Director. School Board Liaison P. McGrath arrived during the meeting.

Excused: J. Heinrich, S. Heinrich

 

D. Miller called the meeting to order at 7:33 P.M.

Old Business

D. Miller announced that both the track and parking lot at the high school had been striped. He noted that reseeding the lower field had been completed and he recommended that the upper fields be overseeded with three kinds of seed. Additionally, he told the committee he had personally checked all fields for seed germination progress. He said the fields reflected conditions that he would have expected for the amount of time since they had been completed.

New Business: Discussion of Build-out Study with Jay Minkarah

J. Minkarah indicated that the buildout study gives a projected date for buildout at 2020. However, he noted that this date assumes that all conditions referenced in the study remain constant. He told the committee that the study was not a timetable, but rather a population projection that the community could use to determine what services would be needed at buildout. The buildout study tells the community where the development would take place. Discussion ensued as he took the committee through the pages of the document to show them where development could take place and where development was currently proposed or actually taking place. The buildout study indicates a student population of 7,600. J. Minkarah told the committee that Pete Gagnon's multipliers had been used to determine this figure. Mr. Gagnon's multipliers are based on the type of housing. However, they do not give a breakdown of the student population by grade.

J. Minkarah suggested that some of the things the PBC should consider when thinking about any new school building in town include where main areas of development are, kindergarten, and current enrollment projections. In his opinion, when the high school addition passes, the next area of need will be the middle school. He offered further assistance from his office if needed.

W. Morrison told him that the committee hopes to use the buildout study as a guide to determine what services would be needed long term and then work back to the present. He wants to put together a school district master plan that would indicate what population would indicate the need for what additional staff/service/building, etc. He shared with the committee graphs he has been working on. He indicated that the committee needs the current updated enrollment projections. T. Koenig suggested that at some point the committee might want to invite Mr. Gagnon to attend a meeting and discuss his multipliers.

D. Miller thanked J. Minkarah for attending the meeting and his willingness to provide further assistance in the process.

The meeting recessed at 8:40 P.M. as T.Koenig had to leave. It resumed at 9 P.M. when he returned.

P. McGrath suggested that the committee should attend the School Board meeting on November 1st. There is a definite possibility that the School Board will give the committee a formal charge regarding space issues.

By consensus, the committee decided to attend the School Board meeting on November 1 st as suggested. If given a charge by the School Board, the committee will meet on November 2nd to determine what was needed and a timetable for completion of the charge. Further, the committee would invite the School Board to attend an informal worksession on November 9th or 16th. T. Koenig indicated he would be absent on the 1st and 2nd and W. Morrison indicated he would be absent on the 9th.

On a motion from T. Koenig, seconded by W. Morrison, the committee voted unanimously to adjourn at 9:40 P.M.
