Merrimack School District
Planning & Building Committee

Minutes of the January 12, 1999 Meeting

Present: All Committee Members and K. Coleman, School Board Chair

S. Heinrich called the meeting to order at 7:30 P.M.

Approval of Annual Report

The committee reviewed and deleted a sentence from a draft annual report. K. Colman noted that the Planning and Building Committee annual report is for the past calendar year and that the report the School Board chair prepares is for the past full fiscal year. S. Heinrich explained him that, since the committee started writing an annual report for inclusion in the Annual School District Booklet, the report had been a report of the past calendar year. On a motion from D. Miller, seconded by W. Morrison, the revised annual report was unanimously accepted.

Meeting with K. Coleman

K. Coleman met with the committee to discuss ways to improve communication between the School Board and the Planning and Building Committee. During the ensuing discussion, there were several suggestions from committee members involving liaison assignment from school board and/or administrative team, method of presentation of charges/tasks/reports, informal work shop format, and more meetings between the two groups especially during projects. Other issues raised were capital reserve funds, land surveys and "school-buildable" land, immediate versus long range plans, district needs versus affordability, budget "reality", school board concept versus committee concept of committee functions, the town build out study, high school parking lot paving project, enrollment projections, kindergarten, an update to the district master plan, resources available to committee for planning use, modular school concepts, ideas regarding future possibilities both the Ferry schools and the Mastricola complex and town-wide support.

K. Coleman would like to see a joint workshop to brainstorm the box parameters regarding flexible options for future district space utilization. He also wanted better assessment of where the population "bubbles" are/will be.

M. Morrison asked what the committee could do to help promote the current high school building proposal. K. Coleman suggested an informational press conference/press statement from the committee as well as other things individual members could do.

S. Heinrich thanked K. Coleman for coming to the meeting. K. Coleman offered to be available to the committee as needed.

S. Heinrich announced that the committee would be meeting with the Technology Committee on January 19.

On a motion from T. Koenig, seconded by M. Morrison, the committee voted unanimously to adjourn at 10:05 P.M.
