Planning & Building Committee

Minutes of the September 26, 2001 Meeting

Present: K. Powell, M. Morrison, W. Morrison, C. Morrison, T. Koenig and School Board liaison P. McGrath
Excused: S. Heinrich

The meeting was called to order by W. Morrison at 7:12 P.M.

Buker Survey/New Middle School Plan

W. Morrison reviewed the survey results that had been presented to the committee at the prior meeting. T. Koenig asked whether the amount and location of ledge at the Buker site had been determined. He asked about the cost of dig around wetlands or if blasting would be required. He also wanted to know what would be done to re-enforce sandy areas. He felt the committee needs to know a true cost estimate of the project.

Members of the committee discussed several possibilities for the proposal to keep the entire proposal under 20 million. It was suggested that the committee update the proposal to include a list of what must be done as part of renovating the current middle school and what might be moved to another year. P. McGrath also noted that better more accurate figures for electrical, asbestos removal and other "potential issues" at the current middle school should be presented.

District Traffic & Parking

W. Morrison passed out copies of a past PBC proposal regarding district traffic and parking recommendations. There was discussion regarding the various proposals: rationale behind, current conditions and progress on each proposal. It was noted that district wide there was a recommendation for increased signage. It was also noted that the goal of the PBC proposal was improving traffic flow and increasing safety.

W. Morrison asked the committee if it wanted to look at the entire package or work on parts of it. C. Morrison felt that the committee should focus on Thorntons Ferry School and wait to see what impact a new middle school would have on the Mastricola complex, for example how the upper elementary school would be bussed. M.. Morrison agreed that the committee should focus on Thorntons Ferry School parking, the new middle school and refining the long term plan. T. Koenig requested that the committee receive input from Principal Les Carter in order to revisit and update the original proposal for new parking at Thorntons Ferry. P. McGrath noted that the committee should also contact M. Chiafery to find out whether the district has been able to get a traffic engineer to observe at Thorntons Ferry and provide any recommendations. W. Morrison also wanted to be sure that any PBC recommendations are reviewed by both L. Carter and Transportation Coordinator D. Dumont.

The next meeting will be held on October 11th at 7 P.M. in the high school conference room. On the agenda will be TFS parking, long range plan, population projections and the new middle school. It was suggested that L. Carter, D. Dumont, M. Chiafery or M. Shevenell should be invited.

On a motion from M. Morrison, seconded by C. Morrison, the committee voted to adjourn at 9 P.M.

Respectfully submitted,
